I am only finding reports on what the citizen payments are and they don’t mention where the other 1.4 trillion is going

Democratic Party donor kickbacks. As usual, little to nothing for American businesses to help Americans get back to work. Just free handouts to encourage people not to work.

It's complicated which means you might as well read it yourself. Otherwise, you put yourself at the mercy of sources that may or may not be significantly inclusive/accurate enough for you.
