Elizabeth Warren said raising the minimum wage is a "crucial tool to achieve racial justice".  Why didn't the prior 28 raises achieve that?

There have been 28 previous increases in the minimum wage since it was first enacted.  Apparently, they didn't achieve "racial justice".  Why would anybody believe this 29th increase would do that?  

And why did my previous question on the same subject get deleted?

Update:

How does increasing minimum wage because of inflation "achieve racial justice"?  How is race a factor in it in any way, shape or form?  Who is dumb enough to believe this increase does anything at all for "racial justice"?

    Why do people always assume that businesses can always afford whatever minimum wage you decide?

    If it was really true then you could easily create your own business and pay yourself whatever you wanted?

    Why not do that?
