WhatsApp saves all data in its servers, so there is also an archive out of your phone...
The photos in your phone can be deleted in a safe way: if you have NOT uploaded them somewhere else (the same thing as WhatsApp servers, like Google Drive, Microsoft Onedrive...), they are only in your phone. You can delete them, but... an expert could restore them with a procedure like what the software Recuva does on Windows! So, you have to do another operation: safe overwrite of data. Simply copy and delete a big amount of data on your phone, in this way the old deleted files will be overwrited and so it will be impossible to restore them! It's the best way.

Even if you delete all your WhatsApp chats and media from the app, Whatsapp maintains a separate log of all the data as backup on your phone. These files can be found within the file manager on your Android device.
If the files are deleted from the phone altogether, the police or government can contact Whatsapp for the data on their servers, citing security threats or misuse of the platform.
As of now, whatsapp does not have a no logs policy

If a phone with WhatsApp chats and chat backups is handed over to the police, it becomes easy to trace and retrieve chats and backups. ... Also, as the backup files are not protected by WhatsApp's end-to-end encryption, these can be easily accessed by the police once they seize a mobile phone.

Virtually everything you do on line is stored somewhere on some server. Deleting it from a phone or PC us useless.
