Probably. "Normal" includes a big range of languages skills at age 2.  Although every child grows and develops at his or her own pace, toddler speech development tends to follow a fairly predictable path. By age 2, most children can:

Use simple phrases, such as "more milk"

Ask one- to two-word questions, such as "Go bye-bye?"

Follow simple commands and understand simple questions

Speak about 50 or more words

Be understood at least half the time by parents or other primary caregiversIf your son hasn't reached these milestone, speak with your pediatrician. Speech delay is sometimes just a delay and sometimes it is a early sign of other developmental issues. Your doctor can certainly do a hearing assessment and or refer you to a speech therapist or other specialists if warranted for further evaluation. In the mean time, continue to talk to and with your child. Narrate what you are doing.  Sign songs. Show him things and ask him to say what they are back to you.  Read to him.

Some kids start talking late.  It has to do with how their brains develop.  It doesn't mean they're 'slow' or anything.

Some kids, it has to do with a hearing problem.  You could get that checked.

Seems normal .... but by the time it becomes a 7 year old toddler it should be using even more words .
