The President has the right to appoint the top 2,000 people. This is why there can be no deep state. Trump could only get a few people to work for him.
Under usual circumstances each party has a government in waiting. When one loses the other party already has their 2,000 ready to go.

It is the normal thing. Every new president has to appoint several thousand civil servants from his supporters. Why shouldn;t Biden replace a bunch of Trumpadoodie flat earthers?

It is the most unenviable task of a leader - to differentiate the people who will work for or work with you from those who will work against you.
As the Yin-Yang symbol ☯️ show, there is always a little black in the white and a little white in the black. There are some good people in Trump’s administration that we know, e.g. Lieutenant Colonel Vindman. He sacrificed his career when he testified that Trump had tried to coerced Ukraine’s President to find dirt on Biden.
And there are people whose stories are never told, perhaps people like William Barr, the former Attorney-General. He may not be what he seems, all black. At least he refused to lie and invalidate votes to Trump‘s advantage.
These people, and those who stayed on, may be the unsung heroes, working behind the scene to restrain Trump. Trump would have imposed martial law but was probably dissuaded by a staff. In fact, I don’t doubt Trump may have even considered launching nuclear weapon to start a war so that he can remain as president. Probably a few of the staff managed to convince him it would be to Trump’s own disadvantage.
