The first electric guitars were made long before any music chart; the best guide is any recording that was formally recorded and documented at the time would likely have been popular, so a hit..
Apparently, that earliest known formal recording was of Leon McAuliffe playing an electric guitar with the Texas Playboys, recording the track “Get With It” - on 23rd September 1935 in Dallas, Texas.
There are other recordings by other people about the same time, but not formally made so unlikely to have been hits.
