My parents are having to raise my sister's dog. Is this fair when they are in their older years and should be retired from parenting?

They could always rehome the dog. Owning a dog is nothing like parenting. I expect they get more exercise with a dog which is good for them. No one is forcing them to look after the dog so fairness doesn't enter into it.

Its up to them, as to whether they are willing to do this or not. Perhaps they even enjoy it.
