You can, if you define it as a proper noun for whatever discussion you use it within.

No. Not usually
But if you talking about a specific group. Such as a private club. Miami club called 'Older Adult Population'. But this would be bad phrasing. You would say something like club called 'Older Adult People.'
So unless you mean a proper name of a club or something. You get what I'm trying to illustrate. This would be rare.

No. The term 'older adult' is nowadays used in place of the non-pc geriatric, which would similarly not be capitalized.
