No, the NFL isn't cheating. The Super Bowl sites are selected some years in advance.

He may not get to the Super Bowl. The Packers could easily beat him and the Buccaneers.

The NFL selected Tampa several years ago when everyone thought Brady would retire as a Patriot.

This is determined in advance, and so far no team has played in their home stadium for the Super Bowl. The Rams played Super Bowl XIV in the Rose Bowl, which is practically a home game for them, and the 49ers played Super Bowl XIX in Stanford Stadium.

Super Bowl locations are determined years in advance, i.e. when Brady was still a Pat.

This year's Super Bowl game was awarded to Tampa Bay in 2017, years before Brady signed with the Buccaneers, so the "NFL did not cheat" for Brady.
