Is an investor of a business their business?

The term "business" means different things depending on the context.
For tax purposes, an investment is not "business." Investment income and expenses are not treated the same as business income and expenses.
On the other hand business will include investments under the dictionary definition.

Yes, in the case of common stock shareholders. They own the corporation whose shares they have invested in.
