How do I use PayPal, when I send somebody a package, how do I mail the tracking details?

You could send via email. If using ebay, they give you that info.

If this is for something you are selling on ebay, you enter the tracking details on the ebay order, not on Paypal.

If not on ebay, however you communicated with the person in the first place is how you send the tracking details.

Paypal is only used to accept payments.  It has nothing to do with how you ship the item.  Paypal only allows someone to transfer money into your account.  You still have to ship the item using the mail, UPS, FedEx, etc.  Once you have shipped the item, it is tracked through UPS, FedEx or whoever you use as your shipper.  Paypal has nothing to do with the shipping.
