"Offshore Hosting" basically just means
that the servers of the hosting company
are not in your country. For example,
much of Facebook is hosted in Ireland
(this was true several years ago, so I
assume it is still the case).
A definition I found somewhere on the web:
"Offshore web hosting is the practice of
hosting a website on servers located
outside of one's own country. Usually,
this is done to gain specific benefits.
Technically, anytime you host a website
on foreign servers you are engaging in
offshore hosting.
However, the term implies doing so
deliberately in order to achieve a specific
goal, usually related to privacy, security,
free speech, or freedom. "

The company that is Hosting your web site is not in your country.
I live in Australia and my web host company is in Canada. That is Offshore.
