Can stress cause hair loss lasting more than one year?

A year and a half ago I stopped taking my mental health medication which treated anxiety and depression  .

Now I have Patchy hair loss , with fine , thin , short hairs. The scalp is now visible  in some areas.

It's been going on for fourteen months now. Are those follicles most likely dormant? Or are they dead?

If I resume taking my mental health medication  and  learn to live a less stressful  life, will this help the hair regrow?

Hair loss is caused by wearing a hat, drinking, smoking, under medication pills or liquid, lack of sleep, lack of drinking water, showering with extreme hot water, etc....
