Is answering a question with "Reported for violating the TOS" a violation of YAs TOS?
"Please don't feed the troll" is another popular one, do these answers get reported?

Yes, it is a violation. Respondents are supposed to attempt to answer the question. Replying with "I'm reporting this!" does not constitute a valid answer, at least not by itself anyway. A user could post a question like "Why are people who like the color pink homosexuals?" and you could answer with: "Plenty of people like pink, some might be gay, but not all. I'm reporting this question because it's bigoted" and that would be acceptable because while you let the asker know that you're flagging the question, you still left a suitable reply and you didn't insult anybody. Far too many people use "TOS violation - REPORTED!" as a go-to means of point gaming. There's one user in Polls & Surveys that leaves that exact same answer a dozen times daily.

Yes, they are both technically violations.
but if no one bothers to report them, they stand.

Strictly speaking, it is a violation of the guidelines if you don't (also) answer the question asked.
If the question IS a violation, most people who bother to report will let it slide - to have more time to report more serious violations

Yes. Under the Community Guidelines and Terms of Service, users must make and attempt to address the questions being asked by other users without insults or non-answers. It could also be a violation of point-gaming.
As for "please don't feed the troll," that is already a reportable violation of either insulting another user or not answering the question. I also have to say yes to the second part of your question.
