Compound complex. It’s compound for sure because it has and and there are two independent sentences. The second sentence looks like it’s complex because it has an independent and a dependent sentence.

I really don't know, but it should be "WHILE others believe...", not "and others believe.  So it's poorly written, whoever wrote it.
