Why does Hoover call their SteamVac SteamVac when it doesn't make steam?

It doesn't heat anything, at all. The only steam that is produced is the steam from the hot water you put into the machine.

It does have a boiler to create steam. Maybe you are not operating it correctly. The cleaner will not make steam if the base cover is not attached to the cleaner.

Because they can get away with it.

All “steam” carpet machines are just using regular hot tap water.
