Will British tourists need a visa to visit Europe from 2021?

How can a 3-year posting to Germany be a Flying Visit

Most of My Visits to Germany were Driving and the ferry to Dunkirk

even my last Visit was 7 weeks

and the deal says we don't need Visas so i am Right again

No we never have even before the EU

I used to travel to Germany on a RAF ID card

and i was posted to RAF Jever spent 3 years in Germany

Highly unlikely.  British citizens did not need visas to visit the continent prior to the existence of the EU.

The 'deal' has not as yet been worked out/signed.....however it is unlikely, more likely  tourists from the UK to Europe and Europeans to the UK will get 30 days visa free
