Which US city should get a baseball team?

I assume you mean a major league team here.  I would love for the Carolinas to get a team in Charlotte, either an expansion team or an existing team relocating.

Losoya, Texas should have first preference because they have many baseball teams in that small village.

We don't need anymore teams, but Miami should probably move to Charlotte or Memphis.  30 teams is enough.

At what level? 

There are certainly some which have enough of a market for a minor league team, 

but probably not majors. There are also several that have enough population where 

they should have gotten bigger crowds before the Covid pandemic and yet didn't ..
