1. Membership costs for private neighborhood pools

2. Fares to ride the bus and meteo

3. Tuition and fees for colleges and universities

    If the bus and metro fares are for conducting business and NOT for commuting to and from work, yes on number 2.  For example, your employee leaves the office and rides the bus to meet a client.  It's not a "facilities" cost but it can be a business cost.

    1) Definitely not. Personal expenses cannot be paid by as a business expense.  2&3 are not operation costs. They could be considered employee benefits.
