Is this sentence correct:
"Lately, I've had some technical problems, but I can now again be reached out via whatsup application."

I might say: "Recently I have been having (some) technical problems, but now you can reach me again on WhatsApp." 'Via' is possible, but feels rather formal.
Definitely not 'reach out', that is totally wrong.
Note that my spell checker spells 'WhatsApp' thus. Is there an app called Whatsup?
Note that they are 'apps' not 'applications'!

Put "now again" after "reached" and eliminate the word "out."

You are almost there.
It would make more sense if you said:
"Lately I've had some technical problems, but I can now be reached on the whatsup application."
**You can use the word 'via', it is still grammatically correct, but it is kind of formal and not commonly used in conversation.
