Just purchased a new cutting board, So which goes first to protect it and how often, the wood cutting oil or natural wax?

You DON'T put wax on a cutting board!

Mineral oil (buy at pharmacy as a laxative) so it is food safe. Put a good layer on the board and put the board somewhere for it to soak in and get drier for a Week or 2.? I only did it once 30 years ago. It does not wash out. as you basically wet wipe it with a cloth.

I use Howard's Cutting Board Oil on my board. It is food-grade mineral oil with Vitamin E added.
It states for new boards to put on 3 or 4 coats to season it, before using it.

You didn't provide sufficient information to determine IF it needs treated at all.
We can say DO NOT WAX anything used in food preparation.

food safe oil only, no wax

Oil won't absorb if it is waxed... so oil it first.

Just treat it with food-grade oil. When it starts to look dried out, retreat it.

Of course you are formally busted.
