Malachi 3:6, & James 1:17 I the LORD/Father do not change. The Old Covenant & the New Covenant are change. Are these different LORDs/Fathers?
Is change confusing.

The Father is not the Lord. St. Paul teaches that only the Father is God. Jesus is only one of the Lords, or lesser divine beings. Elohim is the God of Genesis 1 and the New Testament. The rest of the Old Testament refers to Jehovah as the god of Abraham, Isaac, and Jacob (Israel).
Jesus Christ claims to be Jehovah incarnate, the creation and begotten son of God.
It's not that God has changed. It isn't that Jehovah/Jesus has changed. New Covenant, new rules. Harsh people, harsh Law. Gentle people, gentle Gospel. The difference between the two covenants is the level of motivation we're able to respond to. God consistently has to do what is best for the greatest possible number of his children eternally.

Jer. 31:31 and Mt. 26:28 indicate "FULFILLMENT", Mt. 5:17-18. Compare these with Eph. 3:10-11.
