What's your take on city citations versus jailing offenders on misdemeanors?

My city made an announcement on it, don't know if it's a national thing or not.

    Citations make sense and are just. It is nuts to throw people in jail on misdemeanor offenses. Jails are for people who are either so dangerous to society that they can't be allowed on the streets, or for people who pose a flight risk. Neither of those applies to misdemeanors. Furthermore, people shouldn't be left in jail to rot until they've been convicted. So cite the people, have them come to trial, and then figure out if they belong in a jail. Police shouldn't be acting like judges.

    They serve different purposes. There's a big difference between someone forgetting to pay the parking meter and somebody driving while drunk. I'm pretty sure most people would be angry if someone had to go to jail for being late to a parking meter, and they'd be outright pissed if the only punishment for being caught drunk driving was a $50 fine.
