    Nokia, arguably.

    They started using the Symbian operating system on phones; that was originally developed for pocket computers such as the Psion series (originally EPOC).

    It gave the phones all the facilities of a handheld computer.

    Many other companies also use that OS for some years.

    It could also be argued that the Symbian company was the real starter of the smartphone era, as so many phone makers adopted that operating system.

    Hyrum J. Smart.  The very first Smartphones were pay phones which  required a quarter for three minutes of voice time or data.  The reason they were so large was for the size of the coin boxes that were required.  They were a frequent target of thieves who would steal them for the coins.   Later they were changed to accept prepaid plans and the coin boxes were unnecessary so they could be reduced in size to the once popular flip phone style.
