what are people in the U.K. going to do with their time if they are furloughed or permanently laid off and cannot find a job?
the government and taxpayers are going to pay for them to stay home? and do what? for how long?

They will either qualify for unemployment benefit and have to fulfil the requirements...eg actively look for and apply for jobs and prove that, some will return to learn to improve their chances of employment, some will become self employed and start a business.

Depends. Some are parents, some have caring requirements. Some will continue or take up hobbies. Some will volunteer. Some will study. Some will watch tv. Many will do all of these things.
Those without employment will look for work. Those on furlough will wait for news, probably.
