Tangent to the x axis at (2,0), and the radius is 3

If the x-axis is a tangent, the circle touches at (2, 0)

If the radius is 3, then (2, 3) is the centre

so, (y - 3)² + (x - 2)² = 3²

Expanding gives, y² - 6y + x² - 4x + 13 = 9

i.e. y² - 6y + x² - 4x + 4 = 0

Since the circle is tangent to x axis, the center must be right above or right below the point (2, 0). So the center is at (2, 3) or (2, -3).

(x - x[center])^2 + (y - y[center])^2 = radius^2

I leave it up to you to plug in the numbers.
