Can an unplugged cord cause a fire?

What if the cord is frayed? Thanks

    No, not if it's unplugged.

    technically if can in the sense that if it's plugged in and you unplug it then it can cause a fire that way. i've had quite a few experiences with those. usually it burns my outlet covers and at work the cord sparks too and also gets extremely hot. 

    if the cord is already unplugged then no.
