How can we use hypoxia to our advantage in dogfighting aircraft?

Brian, there is NO need to consider hypoxia in regards to gaining an advantage in dog-fighting aircraft.
In the near future aerial dog fighting will be done with unmanned "smart" drones. The current manned fighters of the USAF such as the F-15, F-16 and even the recent F-35 will be obsolete and a dangerous anachronism to anyone flying them in combat conditions

I suppose if one could somehow shut down oxygen masks in an enemy aircraft at high altitudes, it might kill the pilot or at least disorientate them. Not sure how you would do that.
