Why is referring to users while answering a question considered a violations on Yahoo! Answers?

I think that defeats the entire purpose of a question & answers board if asking for clarification or citation from a specific user is considered a violation and one of the main reasons Trolls continue overtaking the site because other users deem any action a violation under the (vague) guideline rules like a glorified hall monitor.

Update:

You answering the question could fall under 'chat', the only reason to report said content is if you're an insecure individual who requires some feeling of 'power' in their life.  Seriously, users responding to each other ain't gonna hurt the platform if anything it would benefit the site as a whole.

    I've never understood the chat rule......

    after all,   you ask,  I answer........isn't that in itself,  "chatting". ?

    Isn't that the very IDEA of the site? 

    so how can answer be considered  "chat". ? 

    If the question is about trolls, then why is an answer about trolls  considered  "chat"? 

    It's sharing knowledge and information, same as any other question here.

    It isn't always. It's perfectly acceptable to comment on other people's answer

    However, this site was meant for answers that people will still search for years from now, so asking,answering and chitchatting about other users is not allowed

    It's a violation to post questions about users or to update your question to insult or chat with a user. Many users will update a question and refer to a respondent to get more info, but since there is no notification to the respondent about this, the chances of the person seeing that the OP asked them for more info is low. A lot of people don't revisit EVERY question they answered, just in case the OP added an update aimed at them. If a respondent doesn't provide enough information, isn't clear enough, or doesn't cite their source, then the OP can disregard their answer or decide how valid it is based on their own feelings/research. YA isn't a discussion forum, although many have tried to turn it into that.

    Its considered calling them out and that is Chat they dont Allow Chat on here

    This could be either a violation of chat (calling them out) or insulting another user. Even though you may find the rules vague, they are very clear and should be fully understood. Keep in mind most long-time users already know this type of violation very well.

    Without an example it's hard to be precise, but it could be that you're insulting the other user or it could be construed as a chat.
