    Battery backup/emergency lighting.  Most restrooms in public places and offices don't have windows or skylights, so if the power goes out, it is pitch black.  The lights you see in this photo are designed to come on automatically in the event of a power failure.  That square, white rectangular plate on the wall is for access to electrical wiring of some sort.  Maybe a different fixture once hung on the wall where that cover plate is.

    Emergency lights. Also fire alarm raucus sounder. Pack your butt with  TP and leave the building when fire alarm activates.

    Emergency lights. 

        

    The enclosure to which they are attached contains a battery charger, 

    a battery, and a circuit that switches the lights on when the power goes off. 

        

    In a restroom, the main benefit is that even without line power, 

    you can still check the paper after each wipe.

    Well, from all the conjecture here, I believe what we have is 2, count them 2, of them there Thomas Edison thing-a-ma-gig's that suck in darkness when there is enough voltage and current flowing through them there wires. (Not seen in picture).

    Looks like a wall and a ceiling with lights on. Quite useful for not exposing your nakedness to the world at large (the wall and ceiling) and the lights are useful to see what you're doing

    We call those "lights".  They help you to see in the dark.
