I had a guy come work on my car  He cut this blue cord By my battery terminals . What are they ? ?

My car wouldn’t turn on and he replaced my terminals but he cut a blue cored that had a white one next to it and a red one . Now my car won’t start . My car is a Nissan Altima 1997 GXE 4 cylinder. What is the wire for and what does it connect to so I can start my car .

There is a small wire there that is the fender ground.   It should be attached to the fender or other ground.  'without it nothing electrical will work....

You paid a guy to repair your car because it wouldn't start.

He repaired your car by cutting a wire or wires.

But your car still won't start.

    Did you pay him?

If you did, then call him back and ask him why your car won't start.

So you had a guy come and make your car worse than before. Why?

    Why are you here?

Why don't you call a guy to come and fix your car?

    Are you drunk?

Get your car towed to a competent garage.  The blue wire has likely nothing to to with the start system.
