Are the upper middle class considered well-off?

Yes, by most people they are.

"If BIll Gates woke up with Oprah money he'd kill himself. 'I can't even gas up my plane!"
There's a window where people tend to stretch themselves. Around $50,000/year they'll buy a house, 2 cars, the latest gadgets, fancy food and drink, have a kid and go on vacation to Thailand... which all costs $80,000/year. That upper-middle class makes Bill Gate's wealthy and Oprah rich by buying all their crap.
Threading the needle of living below your means, a $800 apartment making $3000/month can be a place where you can be considered something akin to well-off. That is to say, living comfortably and securely. If COVID means you can't afford to store your boat, RV, and 4 motorcycles anymore, you couldn't afford any of that in the first place.
