No - it's just the Italian word for "understand".

That's a slang word coming from the Italian word "capisci" = do you understand?  Southern Italians have the tendency to cut off the last syllable.

It's okay to use it informally.

    tu capisci?

Better be careful with this tense.

It depends of whom you are asking it. I wouldn't ask a judge that, but I'd ask my buddy.

it can. it is basically asking you if you understand, do you get it?  And that can be rude when the thing to understand is pretty freaking simple, so asking you if you get it is the same as asking if you are stupid or not.  Asking someone if they are stupid is generally considered rude.

    What do you mean?

    "Capisci?".

It can come over as too casual, therefore rude.

As with ANYTHING we say, it depends on HOW you say it and who you say it to and why.

If you mean the Italian word for understand, or "get it," no.
