Is black-on-black violence considered racist?

The better question would’ve been: can black on black violence ever be considered racist?

No. The better term to use would be "genocide." Since we are talking about the destruction of one group against itself, then it is inherently genocidal. Racism occurs when you have a majority group that controls the systems at work within a society. If the majority has control and uses it to unfairly target or punish those who are of a minority population, that is when it is considered to be racism. In this case, you are referring to one group that is committing atrocities against itself which has nothing to do with racism.
