4:30 = 16:30 hours

But forget the minutes because they are both the same

16 - 7 = 9

9 hours - 30 minutes = 8 hours 30 minutes.

7:30 to noon is 4.5 hours.

Noon to 4:30 is 4.5 hours.

Add the two, and you get 9 hours.

Subtract 30 minutes for lunch, and the total is 8.5 hours.

What's the hard part for you, adding 4 to 12 or subtracting 7 from 16? I'd really like to know so that I can figure out whether it's your first grade teacher or it's your second grade teacher who needs to be sacked.
