if the rich people could somehow come up with a scheme to make everyone else twice as poor , would that make them twice as rich by proxy?

The richest 400 people on the planet now control 60% of the wealth. So the starting pool of 'poor' and the starting pool of the 'rich' are not the same. It is doubtful there is enough wealth in the world for them to pull on.

No, that would assume that poor people own 66% of all the wealth. This is laughably incorrect.
