if William and Harry are twin, who determine who will be king, was William first out of the whom?

    First born defines the status. Be it twins or more.

    If twins are born, the first born will ultimately be King or Queen. 

    If William and Harry were twins: If William was born first; he would later be King. If Harry was born first, he would later be King. It's all going to be determined by which one makes his appearance first.

    In the case of twins, whoever they are, it's the first-born who is considered the elder twin.

    Such poor language usage! Your question suggests this answer:

    William and Harry are not twins. William was born  the 21st of June, 1982 , while Harry was born the 15th of September, 1984.

    According to Parliamentary laws, the eldest child is the next monarch.

    What you meant to ask is: "If William and Harry WERE twins, what are the factors that would  determine which twin would be the future monarch?"

    Twins are still born SEPARATELY; the first twin born, or out of the WOMB, is the future monarch.

    The same reasoning is what determined that Prince Vincent of Denmark is currently fourth in line to the Danish throne, between his elder sister Isabella and twin sister Josephine.  It’s also the reason that Prince Philip of Yugoslavia and his son are ahead of his twin brother Alexander in the line of succession to the Serbian/Yugoslav line of pretence.

    In the case of twins, it would be the first of the two infants to emerge from the vaginal opening (or the Caesarean surgical opening, if it is a Caesarean birth instead of a vaginal birth).

    3. "Womb", not 'whom'.

    They're not twins, so the eldest of the two is in line for the throne.
