Will I be able to travel to Spain in the fall of 2021?
With all the Covid 19 stuff travel is very restricted. I want to be able to study abroad in 2021 and part of 2022. Essentially the entire school year. Is that allowed?

Mostly in the next year, 2020 things will settle down you can continue with your plans.

By next year, things should settle down, work out. Pandemics typically burn themselves out within 18 months or less. Do your homework! You need to research schools, etc, so get started NOW. You will probably have to apply this fall. If accepted, you typically need to apply for student visas 90-120 days prior to the start of school so that there's time to schedule visa interviews, arrange international transportation, etc.

Probably, yes. Although for obvious reasons it's impossible to be 100% sure.
And obviously your current school would need to offer a study abroad option allowing you to do so.

The world should be "open" by then, but for planning purposes consider that the host country may require you to spend 14 days in quarantine (which is okay for a year long visit, but terrible for a 3 week vacation).

No one knows. This virus is not acting like anything in the past. There are expectations of a second wave in the fall of 2020, and a vaccine available early in 2021. If that happens, then study abroad should be possible in 2021. But you're just going to have to wait and see.
