The "whole part" is the steering rack, and the rubber part is the rack boot.

The bellows boot for the rack can be replaced easily. Pop the tie rod end off the steering knuckle after cracking loose the tie rod nut slightly. Then count the number of turns it takes to take the tie rod off. Remove the lock nut. Remove the boot clamps and take to ripped boot off. Install the new boot and clamps. Then put the lock nut back on where it was and screw the tie rod back on the same number of turns it took to remove it. tighten the tie rod end back on the steering knuckle and tighten the lock nut. Advance Auto can get the boot for you.Source(s): Mitsubishi Master Tech

That's the boot on the inner axle joint. They normally last longer than the outer CV boots as they have less work to do. But rubber perishes with time. Have all the other boots inspected as if one has failed the others are close behind.
