when making a polite request , why use past tense ?

why not use present tense or future tense ?

i think present tese and future tense are correct..

I can't figure it out why we use past tense ?

I would appreciate it if you lent me 10 bucks for a pizza.

I would appreciate it if you could bake a cake for me [at your earliest convenience.]

I would be glad if you sent me examples

Update:

i know "would" can be used to make a polite request

You don't. English doesn't distinguish would from would, but what you use for polite requests is a conditional, not a past tense
