Does Yahoo Answers have a moderator who oversees what questions and answers get deleted?

No. "Moderators" do not get involved unless violations are appealed. The initial work is done by a computer based on the number of reports and the trust level of the reporters. It would take a large team of people to do first-level moderation (and millions of dollars). If you want to know the reason for a violation, post "Why was this question (answer) a violation?" and add the original e-mail you got and/or any details you remember so the users can see the exact context. The experienced users here will explain it to you. Many times the violation is not in the question but in the added details and updates.

No it does not. A computer deletes posts based on how many users with how much trustrating reported it (assuming they haven already reported 20 post of the same author that week already).
No human reviews a deleted post unless the deletion is APPEALED.
Once upon a time we would get notified of our posts being deleted, but Verizon stopped doing that - presumably to save on personnel-costs...

They do have one who will remove a lot of violations from the site. If you have noticed here in the Yahoo Answer section a lot of adult content questions are asked and within an hour this person removes them. I have also seen it in other categories as well. But they don't go hunting or those chat type violations that are very common here. They also do not report accounts.

NO!!!!! Yahoo has NOT and Verizon has NEVER PAID employees to monitor or moderate YA since 2013. The ONLY moderators are t the users. That includes YOU.
YA is almost totally automated, run by computer programs on server computers.
Yahoo and Verizon no longer employ the thousands of employees world wide that would require. Verizon continues to lay off employees, and skilled experienced Verizon employees continue to leave Verizon because of the toxic work environments.
I suspect there is NO appeals board. The Verizon Yahoo Abuse Team existed for only 4 or 5 months.
