    Correct grammar demands 'he', and that's what you should use in an English exam.

    Look at it this way. "Who saw them first?" "He did." So, "It was he who saw them first".

    But in ordinary colloquial conversation even the occasional pedant will say, "Oh, it was him".

    If there were no "it was", the only correct wording would be "He saw them first." Accordingly, it should be "he."

    Let the sentence be separated into two clauses, the first one "It was he." and Who saw them first".

    The first sentence is the principal clause while the second one is subordinate adjective clause .In this case, "he" must be used since "who" is connective found generally in complex adjective clauses.

    Unlike other verbs, "to be" doesn't take objects but only subjects, so the proper pronoun is the subject pronoun "he" rather than the object pronoun "him." That's what's proper. That doesn't mean you won't hear people use "him" in the vernacular.
