What determines is 3-phase is 208 or 480? Would it be determined by the way it's wired? Wye or Delta?

    It's determined by the needs of the user. Technically, it's determined by the turns ratio of the transformer.

    You would use 480 3-phase for systems that require more power than what a 208 3-phase system can supply.

    Outlet current is generally 30A maximum, but 208 3-phase does have an outlet that goes up to 60A. Wiring gets expensive when dealing with 60A circuits.
