Is it weird that stores first banned people from wearing masks in the store now they promote it?  Bizzare?

    They've probably realized what should have done beforehand. Let's just hope next time something like this happens, store owners are knowledgeable and experienced enough in enabling people to wear masks inside their stores.

    When did they ban them?  So few did it that it wasn't an issue.  It would be like saying they banned people from walking in naked.

    No it is not bizarre. 

    What's bizarre is that you don't seem to understand why.

    Literally 2.5 months ago someone on this board asked if a server in a restaurant was wearing a mask if they would eat there.  Literally every single person who answers (and there were more than a dozen) said NO.

    Ask that question today, and you'll get a whole bunch of answers from people who would be THRILLED to be waited on in a restaurant and who wouldn't bat an eye at the server wearing a mask.   And you'd get some answers from people saying they'd be appalled if food service staff weren't wearing masks.

    But hey, there's no law against failing to understand very simple concepts.

    They Still don't know what they are doing, or why.

    An educated guess is all anyone has.

    I wouldn't say "promoting". "Advocating" would probably fit.
