If Germany is so progressive, why do they violate a person's constitutional right or human right to hail Hitler by making the act illegal?

Because the Germans had to learn the hard way just how dangerous it can be to allow free speech of all kinds. The US just might learn a similar lesson

Germany is a democracy, far more so than the USA.

After World-War 2, there was a huge consensus that fascism should never be tried again. So they changed their constitution, and made pro-fascism propaganda illegal.

In Germany you have the freedom to express your opinion, but "the holocaust never happened" is not an opinion, and "Heil Hitler" is an insult to all freedom-loving germans

I do not know if they have made that illegal or not.  I certainly cannot go by your say so.  But you said that Germany is a progressive country.  You did not say that they are a stupid country.  What would be the purpose of going around saying “hail Hitler”?  What are you trying to prove?

Where in the German constitution does it say that a person can hail Hitler? The US constitution means nothing in Germany.

The act was enacted by German witnesses who viewed the concentration camps personally!

Supreme commander Dwight D Eisenhower ordered all German citizens to visit them after they were discovered! He also made them bury the victims!

Because they're a dictatorship like everywhere else, bet if you shout kill all white people the police would do nothing.
