I saw two US Marines ( Dress Blues) standing behind POTUS, both their hands on there belt buckle, is this the new Parade Rest position?

The marines have a variation of parade rest with their hands in front. Also I know long ago that when they were marching they would grab their belt buckles with the hand on the side where the rifle was slung. That way you would not be swinging that arm when you marched and the rifle sling would be less likely to slide off the shoulder. An alternate position was holding the sling.

Probably very, very close to a couple of very accurate GUNS!

Parade Rest. Honor Guards have different positioning than combat troops. You should see them up close, no lint, no loose threads, buttons polished and all in the upright position.
