You get the budget from the HOA but only if you're a property owner or you have a contract to buy a unit.

Look online first, but worst case, go knock on a few doors and just ask a few people. You are supposed to get this info when you buy the place, but in the cases of a foreclosure, sometimes the foreclosing entity doesn't bother and it can be very difficult to find this info online.
