Can I become a data entry clerk with no experience ?

    of course, having no experience doesn't mean you are not qualified for the job. I'm sure that the company you are applying for does have training for you to learn the job.

    If you have some way to verify/demonstrate that you have the necessary skills (accurate keyboarding at a specific speed), some companies will probably hire you as an entry-level data entry clerk.  

    If you don't have the required skills, it is very unlikely that any company would hire you and hope they could train you.

    You can if you have excellent keyboarding and/or 10 key skills. Many places require you to do 10,000 keystrokes per hour with at least 98% accuracy.
