Absolutely.  Complete liberty would be no laws, no rules.  It would be complete anarchy and chaos.

Every freedom has a restriction attached to it.  Think about it.  The freedom to drive?  You need a license and insurance.  The freedom to drink?  You need to be of age.  Freedom of speech?  You cannot say things that are untrue that damage someone's reputation.  And on and on.

Every Liberty is too much. Only Wranglers and Cherokees are real.

Sometimes, you, for example, are taking liberty with the English langue.

Your question contains the incorrect 'to'

To = going somewhere. To town To work to do something

Too = too many O's to go anywhere.Too Many Too much

That’s like saying can there be too much air, no having the freedom to be able to choose instead of forced or have no other option is the best thing.
