What does this sentence mean?
"He looked at his niece with those discerning eyes. The girl's heart flutters and she looks away".

Discerning eyes mean the discerning eye is good at distinguishing the good from the bad and sifting out the gems from the junk. So, in knowing what discerning eyes are, you now know the uncle looked at her with knowing eyes.
The other guy who left a comment didn't explain that the writer didn't keep with the past, present and future tense. So the sentence should read, "He LOOKED at his niece with those discerning eyes. The girl's heart FLUTTERED and she looked away"
